You forget that he has already said that there is some mysterious
tennis event scheduled for Doha at the same time, so ISU moved the
Grand Prix to Rostlecom Cup in Moscow, which just happened to be
scheduled at the same time.

(I am surprised that he didn't claim that USA lost its Davis Cup
quarterfinal "by default" when they were "disqualified for using
Australians in their first-round tie".)
